capital costs ?

One guide I use when looking at projects is that the capital costs should not be more than about 3 times annual revenue. Meaning if KXL produces let us say 100 million $ worth of gold per year, the capital costs should not exceed 200 milion.

Do the experts here have any thoughts about this or other 'rules' of thumph?
