I think what Sinclair is saying is that this will give the big players who are short in gold and silver time to cover before the uptick rule kicks in. We will have a better indication that the afore mentioned is true if the price of gold and the PM stocks start showing downward momentum soon. When the uptick rule kicks in it will be more difficult for a shorter to add more downward pressure on a falling stock as in most cases they will have to enter a price above the present bid, thus the short bid is filled on an uptick.
