Yes, it will indicate the reasonable cutoff - but it will also indicate estimates with different cutoffs, and likely uncut values as well. A lot of people like to tote the uncut value, which may not be reasonable. I was merely pointing out that we should be guessing based on the reasonable cutoff that the author of the 43-101 comes up with.
