I contacted Agoracom. They are very fast at responding - much appreciated. Here is their answer to my inquiry re identifying the culprit recommending every post:

"Upon review of the Hubs activity, I am in a position to inform you that the post recommendations during the past 7 days, are not a result of a single poster. It appears that more than one posters are recommending these posts. I will monitor this behavior over the next few days, and send a message to those involved to be more discretionary with their use of the recommend post application if an abnormal pattern develops.

Thanks again for your response and for helping us keep our forums clean."
