Yes i'm from Quebec , no i do not know Benco , as for the BAPE as you probably know it has some influence here in this province and their recommendations won't go unnoticed .

It's both understandable and a good thing in many ways they protect the population and obviously the environment . BAPE ( Bureau des Audiences Public sur l'Environnement ) means ( ENVIRONMENTAL PUBLIC EARING OFFICE ) they play the role assigned to them .

Some people especialy outside major cities would say they have a good track record , and i'm not excluding people living in major cities from this either .
