Great post Tectol.
You are right it will develop quickly, but in order for it to happen we need these certain things in place. It had to eventually happen, and frankly better it did now as you said, instead of later on. This way we really don't lose momentum. The only momentum we lost was a 6 month delay on 2 wells. This way, we will have regulations in place and it will give the companies, most importantly for QEC it will give Talisman the reassurance to go in without worrying about those things. If those regulations and laws are in place, they have something to go by and follow. They said in that report that we are coming out of pilot phase now and it's important to get them in place to move forward. I like the part about permits etc. In Alberta it takes 30 days to get a drilling permit, in Quebec it takes months and this is because they are going through so many place that there is huge overlap and time wasting. TLM mentioned they need and Oil and Gas commission, or something temporary that could evolve into one so that they only go through one place to get those permits and speed up time. They are always hinting towards moving along faster and being efficient in these matters. Nobody likes delays, and TLM def. doesn't either...so this will help with addressing those issues.
There is something important I wanted to discuss. I've been going through the memoirs presented to the BAPE and it is interesting. There was an engineer with 25 years of experience and he was amazing. He said he did months of research and his findings were that there risks are very low, but the plus side is huge for Quebec. Went into detail about the over 400,000 wells in US until now and not a single piece of evidence to support environmental claims etc.
It is these people imo that the BAPE will listen too. The ones that bring forth logic and in depth research. Each and evey environmental claim is the same about water contamination...basically they are just listening to each other and presenting the same thing...there is no scientific data provided from them. I am very happy that the BAPE decided to visit Texas etc to see what drilling and the impacts are really like...as opposed to just taking people's word for it. Frankly this business would not have been around if people were being poisoned for over a decade...something would have come up. If it was the fault of a few incompetent companies, then they must be punished for cutting corners and poor work...just as in other industries. The BAPE committee imo are smart and know this. There job is to set forth the guidelines for the gov't on the best way to proceed to make this industry work in the safest way possible.
It might have been nice to get this done a year back, but I honestly believe the media and the fear mongering recently has affected many people to start to outcry. I mean drilling has been taking place since for a couple years now and it has been quiet until now. Better though that we take care of it and get a huge monkey off our shoulders.

ps Tectol sorry if I forgot, but you are from Quebec right? What are the people in every day conversation saying about shale? QEC says a lot of support is starting to come and people are really starting to understand. I know it is completely new for Quebecors, so it takes time...but I wanted to get to know what it's like just speaking with people etc.
