Here is the main point as well expeter...a moratorium makes no sense because nothing has been confirmed in Quebec. Even talking with QEC, they said a moratorium on what? We don't know what is quite there. A moratorium hasn't been issued in a very large percentage of shale plays, and I doubt will be. The only place is NY, and that's because of shallow drilling that shouldn't have been done. Majority of shale plays are deep like the utica...it has to be deep because you need that pressure for good flowback rates and being able to fracture...this was directly said by Mr. Binnion.
As said, shale wells are in the in tens of thousands without any problems and so it can be done safely there is no doubt. BAPE members have been there and seen that in most states. An industry of this size will always have problems, but the idea is with good practice and regulations, they can be limited. Frankly, with shale most problems arise from human errors and on the surface, not with contamination.
Imposing a moratorium is stopping an industry when there hasn't been proof yet that there that an industry can exist. You have to have exploration to see what we are dealing with. As mentioned in the article, these people don't want to see shale gas at all in Quebec, ever. The same people have objections to wind power. Well if we listened to people like that we'd all live in caves and we'd be burning wood still.
Shale gas is being used in Quebec today and the government knows it, now it's time for them to start keeping some huge change in their own pockets.
Charest government isn't changing it's views no matter what anyone says imo. Even the PQ government said this...they said they are using it as a smoke screen to the recent backlash from inquiries. Charest has a lot of old friends backing the industry and Talisman has old Liberal party members lobbying for shale gas. This isn't to say it's corrupt or anything, but that their is a lot of support. For a government that shut down moratorium ideas in parliment and has been for it since the beginning...for them to say they'd stop it before they knew what they had because of completely normal "leaks"...which was even said by the MRC, just doesn't make sense.
