Agreed. The province wants to demonstrate they have control and we all realize the amount of debt they have accumulated and that the ROC is pissed that we continually provide them with transfer payments. Ontario has been accomodating over the past 143 years in this respect...only to recently become one of the have nots. QC has been consistent in its NR's in the matter of control and they have been saying this all along. After all it is QC and they will fight to their last breath to demonstrate that they are in charge. This is an aspect of their politics that many Canadians don't understand and quite frankly does not make sense but it is what it is.
And the reason we don't hear about leaks in aAberta is because the province was developed out of the need for exploiting the resources. Everybody understands it, gets tax relief because of it and a high percentage of workers are employed directly or indirectly in the patch or by the patch. Leduc #1 all the way to GCOS and beyond. Even Peter Lockhead came from the oil industry. QC doesn't have this legicy and many people are fighting it because as many have pointed out...they are not familiar with or do not understand the industry.
This is all new to QC who has demonstrated its resistance to change many times and has also demonstrated in the past 15 years that the environment dominates many discussions and persuassions. That's why they are on board with the green industry and oil/NG will need to eaern their respect. It doesn't happen over night. Even in Ontario where oil was first discovered in Canada we are not totally immersed in the culture like our western friends.
This will take time and IMHO will proceed in a manner that meets the provinces requirements before it is approved. To me that's the bottom line. It will proceed but under the careful eye of the govt.
