Also, the mandate of the BAPE isn't to decide whether the industry is to move forward, it is to show the government how to move. I am feeling pretty confident about it. Recently heard someone talk to Gastem, they said they will be drilling in Quebec come this year (Lone Pine will prob be doing that) and Talisman recently also said they'll be completing the two...what they do after that will depend on the results of those two.
Take a look here:
Desmarais family investing in shale gas indirectly...more of you from Quebec might know more about this...

Also, Quebec gov't wants to get this moratorium lifted (or at minimum not extend it) at Old Harry to exploit it's oil...they see how New Brunswick is attacking those reserves and they want to get in.

Now with the oil at Anticosti Island discovered...this is like a dream for the liberals. There province is neck deep in debt...and I read a great article saying that Quebec is facing some huge problems with everything subsidized and they are heading for a disaster (will post when I find it). That oil by the way, has to be taken out by fracing as well.
Every single province now is exploiting its reserves and trying to build wealth, this is something that can not be ignored...especially when you're a province that's headed for economic disaster if it continues on this way.
