The decision to release the report will be that of te govt. but you can bet the opposition will be all over them to release that report , once it's released by the BAPE .

My guess is if the report sounds to negative the govt. will wait so they have time to put up regulations answering properly the neg. aspects from the report . If it happens to be relatively neutral or positive , the govt will gladly play in the hand of the opposition and release it faster then expected .

It's also possible that the report will eventualy get leaked to the press anonymously if it takes to long to be made public .
