What I don't get is, no one will drill based on where they say to drill...ie. The committee says drill here for study...well fracing costs huge money, so they have to come to a compromise on the locations. The companies do a lot of work to find an area where to drill...so common ground has to be found here...the idea of the study is to see if fracing will harm the environment...no company will spend $10+ million in a dry place or weak shale area.

This report is 323 pages long, so I guess we have to read it in full instead of reading just the journal articles.

They have to be able to define some resource here as well, or what's the point of learning about fracing harming something is they have nothing? These are recommendations, but I there has to be a common ground or there will be no fracing by companies (ie. no defining of a resource)...and that will lead to zero study.

I wish the report was in english. QEC said they are reading it now, but can't comment until they finish it all.
