The report underscored the need for strict monitoring and regulation of the industry, the government of Quebec said on its website. The recommendation will help guide the government’s actions, said Pierre Arcand, Quebec’s environment minister.

This is still left up to the government. I think they would be interested in finding out how much gas they have and the viability of the project just as much as environmental effects, and there is no reason both can't be done at the same time. The study needs drilling to take place in order to make an assessment.
