you said....like them saying have municipalities regulate it...with QEC/TLM land there would be quite a few to deal with, and no way the government gives them that power
don t underestimate the power of municipalities, i think you really don t know how politic works here in quebec , there is a lot of rules and law under PROVINCIAL and even some under FEDERAL legislation that can be change ,apply or completely remove from the municipalities , in the construction world for exemple you have the national code which is filed under the 9a legislation it is a FEDERAL LEGISLATION but municipalities can apply them totaly , partialy or completely fold them , in quebec this is the way it works .
charest is between a rock and a hard place whit the shale gas industry and he will make sure he don t anger the public more than they are right now, there is a petition asking for his resignation over 250 000 signed it already and the 2 key point of this petition is
1- people asking for a large investigation because of fraud between construction and government
2- people asking for a moratorium on shale gas
charest already said there will be no moratorium he can t lose the face but he can t commit a political suicide , bet on the fact that government will follow the BAPE report
and all the processus will be slow down a lot until a new government will take place.
i guess qec shareholders will need some patience to benefit from the quebec opportunities
