"Michael Binnion, president and chief executive of Calgary-based junior Questerre Energy Corp., pointed out that Quebec has given it an "unpaid vacation" on its shale gas assets there, through its threeyear moratorium on fracking announced last year.

"We're seeing the long-term cost of not doing baseline monitoring is going to be greater than the cost of doing it," he pointed out.
