Shaffer, there is only one way this makes sense.
Someone is trying to manipulate the stock down and accumulate. Look at the last trade for 200 shares that took the stock down another 17%. The cost was $13.40. Is there anyone that is going to make a $13.40 trade because he/she wants 200 shares?
The company is obviously in a self imposed quiet period because of the filing for the OTCBB and probably funding negotiations. Besides the importance of an announcement on either of these I am sure there is some other pent up news that is positive.
There have probably always been early buyers that got in on marketing hype and don't really follow the stock that have been ready to sell, but liquidity has been an issue. You need buyers, not just sellers and someone is buying very big, while at the same time "playing games" to accumulate cheaply.
Actually, this is good news because it is an individual or organization that knows something and is positioning themself for a killing.
I could take an educated guess at "who" it is, but will let that go for now.
