I think time has been the issue.

Priorites with such thin management comes into play.

In other words I do not believe there is a problem, just the time and expense to get it done. Completing MBMI was the priority and now the focus can turn to RRHI. They just both could not be accomplished in the alloted time without expense that is unnecessary.
