I'm seeing a number of shares with an ask around $20.  Does that mean they would not be available for a short-seller to borrow? 

I wonder if we as retail holders would have any impact if a bunch of us put in asks for way above market.  Chances of the order being filled are negligible (at least in the short term) but if it prevents a short-seller from using your shares, it might be a good strategy.
