I thought I have been seeing MOCs often. I thought it was an almost daily occurrence. I could be mistaken. If the trades happened at or above the ask then it was a buy on close order responsible. At or below the bid and it was a sell order. I think it means nothing other than maybe some day trader or swing trader who’s strategy requires a closing price entry or exit.
