I think you are confusing the early trial planning stages from 2014 with the actual concrete trial design, formation of Clinical Steering Committee, Phase 3 status granted by European Regulatory Authorities, and trial commencement that were all announced during 2015. The 2.5 to 3 year clock didn't start until the trial commenced, which wasn't until October 2015. Take a look back at the chronology of news releases for 2014-2015 if you need a refresher.
