I believe we've seen this before, it uses forward looking language of course so I assume it could take more than the stated 3 months:

ROTH Capital Partners, LLC expects to receive or intends to seek compensation for investment banking or other business relationships with the covered companies mentioned in this report in the next three months.

What I think it could mean is Roth acting as an underwriter on a share offering, hopefully one that's destined for the Nasdaq.  Here's a link to the full thing again:
