"Dumb question: If they have started recruiting, does that mean RVX already knows what the relevant results from Phase 3 are?  Why start now...instead of waiting till they get the basic results in their hands?"

This is just a small 10 patient Phase 1 pilot trial, with patients on treatment for only 16 weeks. This is setting up for the Phase 2 PAH trial that they already have funding for.
