This is one of the "silly" but existing rules listed by Agoracom. I think it is to prevent shouting like typing, but still pretty silly by my standards. Many times news releases have the title in all caps. Sounds like in this case Koo just copy and pasted an existing all caps title from the email/news release he/she received. My suggestion is to forget about it and move on.
