I think you have to leave conspiracy theories behind and accept that the market is what it is.  

It is not easy to short a stock like RVX (I don’t know the borrow cost but it must be expensive).  

I suspect this is genuine selling going on for whatever reason and has been ongoing for a long time.  The thing to hang your hat on is the trading volumes.  We know they will peak at some point...and then you will have exhausted the sellers.  The float is small and on top of that, there is this fundamental issue with the loan.
