They are asked to evaluate.

They can't merely be saying nothing.

They can't say all is well.

They can't say it missed the topline.

So on that basis, what would be appropriate for them to state? I would suggest that Pharma and the FDA are professional and experienced enough to make a proper judgement no matter what. But I do get your point on view.
