Youtube has closed captioning, if you turn it on it says..."it's got to be developed".  

Now, even if we assume the closed captioning is right, even then there's room for interpertation.  One way to interpert it is...."this drug is so amazing it has to be developed".  Conversely another way to see it is like this:  "Before drawing any definitive conclusions this drug first has to be developed".  

As with many things in life I think the reality is somewhere between the two.
