It would be hard to buy millions of shares around these levels. That could be one reason. 

Another would be that some assurances must have been given to these "non-insiders ".  Otherwise, why not get the real insiders (Hepalink) to convert early?  Though I have no idea what could have been conveyed. Anyone who converts would be effectively locked in, so you can imagine their reluctance without some hand holding.
