I give it an SPP CAN $5 when a partnership is announced and escalating going forward. 

The partnership upfront payment needed to satisfy the debt and business operations for 2-3 years could be a bit much for the partner to swallow, without owning a majority interest in the company, seeing that they would be funding the Phase 3b, BOM2.

A deal cannot be struck without upfront cash. Perhaps this is where Eastern comes in.

This all hinges on getting HL on board as they already put up $130 Mil in the business.
