Might it be a possibility that in the context of negotiations with a BP there is a "go get" defined for RVX as pre-requisite to close a deal. Don´t know but could it be that RVX needs to further develop something to bring the deal with a BP over a certain line, and for this the 13mio money injection is needed?

Nevertheless: I have no clue why they do it and why now and which intension (except of "they need the money") is behind it...
