CS99 could be the simple fact the virus is rampaging and lockdowns are coming back into effect and all non essential travel is prohibited. Not to mention I can't see any trials starting up anytime soon given the current medical resources are stretched to the limits at the moment. Imagine trying to put together a trial in the present chaos. I would imagine there is no rush for a BP to write a cheque.
