Phase I trials are clinical trials, i.e., human trials. The website and the MD&A show that a Phase 3 COVID-19 study is planned. Wideout has the trials mixed up but RVX might apply for an EUA as he notes -- perhaps after the Phase 2 trial? I don't know.
EUA is mentioned in the Eversana press release: "....a partnership to support planned commercialization of apabetalone....as Emergency Use Authorization and/or a New Drug Application or equivalent is issued or approved...."
The study description at clinicaltrials.gov shows the study as....

I'm not sure why it shows "Phase 3". Is that included to give them the option of morphing it into a Phase 3 trial if the Phase 2 is successful? I don't know.
