The tories aren't as dumb as we look. They do not want to be responsible for the deficit and resulting debt, which when all comes to rest will be a whopper. So their speech contained items that were trigger points to the opposition, like making it illegal to strike. They will go back and re-write their speech and include a huge deficit and then blame it on the opposition in future elections.
