The ramp to the hinge was accomplished by re-allocating miners from SG-1 to work on the ramp to the Hinge.
This was at the cost of production.
Now we are using contractors to develop the next ramp to the 007.
This is a sign of a maturing company that does not want to , or rather can afford to develop a ramp a different way.
