From a humble perspective of fiat currency, it strikes me that this is akin to when you open up one or two more Monopoly games to use the "money" to fund the existing game. You give each player 2,000 dollars for passing GO as most of the money is in the bank or on the sidelines in the form of hotels and houses. I think that represents how and why the SDR's have expanded.
