Mumbling and stumbling and bumbling! (They've earned their their triple A status!)

Is it a plan?

I certainly hope so!

The usual successful program is to "under promise and over perform!" (They, management and their handlers aren't stupid, they are all aware of what is expected!)

Another question would follow, "Is greed alone enough to perpetuate such a "plan?" (Ie, to fake out all minority SHs!)

The short answer is no doubt a resounding "yes!"
