A. C. A. Howe International Limited (“Howe”) has been retained, pursuant to an

engagement letter dated January 14, 2004, by Gold City on behalf of RLJV prepare a

report on the Bissett Gold Mine in accordance with the Guidelines set out in National

Instrument 43-101 and NI Form 43-101F1. It is Howe’s understanding that this Report

will be used by RLJV for purposes of seeking a financing for the acquisition of the

project and carrying out the recommended work program in the Report.

Howe concludes that the ongoing project is a viable operation with the potential for 10 to

15 years of production within the existing mine area plus the potential for new

discoveries along strike and elsewhere in the Bissett area that could continue to provide

feed to the Bissett mill beyond the life of the existing mine area.
