Shorting SFMI at Fidelity

I phoned fidelity to see if my SFMI stock could be "borrowed" to short SFMI. The trade specialist said that Fidelity does not allow shares paid for in cash to be used in shorting. However, if I had purchased SFMI shares on margin, then Fidelity would allow other investors in Fidelity to use my SFMI margined stock in shorting.
