It looks like IR was a bit confused. Your report from them: "According to IR, the concrete slab is indeed poured and is covered with plastic and they are working on the walls."
From today's NR:
"The Company's contractors staged and subsequently poured concrete footings the week of December 1, 2009; the construction schedule moves forward of the building's walls, floors and roof."
According to the NR, and from what I thought I saw in the webcam, what was poured was the footings, the supports for the walls, and they are working on the floor, etc. It looked like the floor was still dirt on the cam, with no slab poured yet. They've been building forms above the footings the last couple days. Maybe they need higher footings to get them above grade, a wide base that has already been poured and a thinner section above it that they're working on now. After that they'll fill in the ditch around the footings to make a level surface to pour the slab. Then I assume they'll bolt steel beams for the pre-fab building to the base. Maybe not the progress we had thought, but progress nonetheless.
