Never say never to anything, stranger things have happened. Here's how the 29% claim issue was explained to me from IR....

GHDC has 29% of those claims. This ownership has no bearing on SFMI. SFMI will produce and pay its portion back to GHDC. Meaning GHDC has to deal with those ownership issues and they are working on it. For example, 29% of a 1000 ton = 290 tons, 290 tons are produced by SFMI, SFMI produces and pays it royalty back to GHDC. Now, SFMI could ink a deal on the other 71% owners and do a production deal with the other partners. But, to say the least, those 7 claims will be the last thing GHDC put into production. Now, another issue is SFMI process the whole 1000 tons and pays its 15% back to GHDC. Then GHDC is responsible for payment back to the other 71% owners. Either way, SFMI has no fight in that battle.
