I am almost certain that Kraland is referring to SFMI. Listen carefully about halfway through when he mentions the inevitability of permits in April. He is probably referring to today's smelter / building permit hearing. Then he mentions drilling permits due after the grouse brooding season. War Eagle Mt is a known key habitat for sage grouse.
