I believe the "one in particular" that you refer to is the mining engineer (can't remember his name). He has extensive experience in mining in the US West and knows the ins and outs of the MSHA mindset. He should be able to smooth the waters.

I also heard that two drills were on order, but I can't remember if they have been shipped (read paid for) yet. There is no sense in having them on board until they can be used so they may be on hold.

I got the general impression from PQ that he is very responsible in that way. He's not going to pay for something until he can use it, unless he can get a fantastic deal on it - like the door for the vault, which is on site and, arguably won't be installed for weeks yet. He strikes me as a JIT kinda guy.
