If it was all about the appraisal and to sell off SFMI/GHDC, why the major investment in the mill?

Why not from the beginning just built the roads to the Sinker Tunnel, hired Scammell and started the drilling from the onset.

I really don't know the exact costs with the disaster at Melba and the building of the new mill.
