I don't know where you got the info that the company's position is that it will cost only a small fraction of the PM value to extract it. Maybe in their numbers that they project for after the cyanide circuit is in, but not now. The only saving is that the stockpiled stuff does not have to be milled again. Maybe it takes a lot less time to reprocess it than it does for the original milling, but I doubt it, since I assume the capacities of the mill and separation circuit are matched. Otherwise, they could have been reprocessing it all along. Which I think they have done to some extent- I think that might be the "super concentrate" RK referred to. Even if they did reprocess the ore, it would still be taking operating time that could be used for new ore. It's a ridiculous situation- they are stuck with 30,000 tons of ore that's of lower grade than the fresh waste ore, and they don't have the capacity to process it and fresh ore, too. At present efficiencies, it doesn't pay to reprocess it, and certainly not in preference to higher grade stuff. And it's too valuable to throw away. Maybe just put a plaque on it saying "CQ Memorial Dump".
