Good questions. The sinker will definitely be drilled. They still have to blast a room so that the drills can turn and maneuver a bit down in there. The surface drilling is imo the first place to drill since MSHA isn't such an issue. In other words sfmi can drill on top of the mountain fairly easily, and due to the limited season up there, it should be targeted as much as possible this summer.
I don't know where they will drill on the surface but they had Roger Scammell for a year and his primary objective (IMO) was to determine where to drill and what claims to purchase.
Once the sinker gets the green light from MSHA, sfmi will essentially be able to drill year round. This is great news because once drills start, we can continue for as long as funds permit (or until a reasonable offer comes in). I believe R.S. has targeted veins in the sinker as well.
