The process looks very extensive and somewhat exhausting. See Appendix A for timeline. Keep in mind this is the first time they will be using these new rules for a permit ...not sure if this is good or bad. Probably means it won't be rushed, but just my guess.

As long as they comply with everything and meet the requirements (especially the financial assurance), then it is really just a matter of cost and time before they get the permit from the DEQ.
