They have always said they would use a certain percentage of revenue to buy back shares, and as far as I can see thay have done that. The problem is that their reported revenues have been so minimal that the amount of buybacks have also been low. Check the filings, and every filing where you see revenue reported you will also see a report of shares bought back. The problem is that ongoing dilution has swamped the buyback program so that it hasn't really made a dent in the number of shares.
