I think there is also the matter of a $5M bond that has to be posted for the leach system (insurance in case anything goes wrong). I'm not sure if it's the best idea right now to tie up that much money rather than use it to start getting ore out of the Sinker and drilling both the Sinker and on top. Unless of course the $5M is truly a loan rather than convertible debt, but even then I'm not sure it will speed things up by much. The leach system is actually an added step that removes the gold and silver from the flotation product and converts it to pretty much pure metal, making the smelting pretty straightforward and almost slag-free. As with all serial processes, it's the rate of the slowest step that will determine how fast things can move. The smelting process will be speeded up since smaller quantities of purer material will have to be smelted, but we haven't been given enough information to iknow whether that was the rate determining step.
