Good to hear the bond is only $1M. That's a little better. As far as drilling costing $5M, that may be for the whole program, but they could certainly get some results for a lot less than that. Some shallow surface drilling might be as little as a couple $100k (maybe less, just a guess). I don't think they need to complete the drilling program before doing anything else, they just need to get enough results to demonstrate that the deposits indicated by the historical data are really there. Once that happens, it should get the price back up to where financing can be done without so much dilution.
The best way to ramp up production would be to start processing new Sinker ore. If speculation is true, using Sinker ore will increase production by at least a factor of ten. There is no other feasible improvement that would increase production by anywhere near that factor.
