I think PQ's self awarding of shares is primarily intended to maintain control. Between the family shares, plus all the B shares w/ 40x voting rights, plus shares held by cronies, PQ controls the company. But he has to give out enough shares as compensation and bonuses to keep up with dilution from financing and paying for things.
