I think you may be missing my point. They had the opportunity to do a secondary and let it pass. PQ graduated from a University that's considered the "Harvard" of Canada with a background in Finance. If you think he's not smart, you're doing yourself a disservice. The last thing he will ever do is cede any semblance of control.
