Not sure on that.
Right on the SEC home pages it says:
"SEC Operating Status: The SEC is open and operational during the federal government’s lapse in appropriations. Any changes to the SEC's operational status will be announced on this website. The operational plan in the event of an SEC shutdown at a later date is available here."
BUT, I found elsewhere that the SEC's Divisions (including Corp Fin) will be unable to process filings, provide interpretive advice, issue no-action letters or conduct any other normal activities.
Sounds to me like if it isn't critical then it won't get done during the shutdown.
